Posted on: Aug. 25, 2025

Description:

Laçzos Artísticos is an international mobility program for artists , promoted by the Organization of Ibero-American States for Education, Science and Culture (OEI) and the General Directorate of Arts of Portugal (DGARTES).

It is the result of an agreement signed in 2023 to support internationalization in the Ibero-American region and in the countries of the Comunidade dos País de Língua Portuguesa (CPLP).

As part of their work promoting culture, the OEI and DGARTES have joined forces to launch this new scholarship program for artistic exchange and development in Latin America and the CPLP . This program aims to promote and enhance artistic exchange, while also highlighting the importance of supporting internationalization.

Objective
Promoting the circulation of artistic projects registered by citizens of Latin America and countries where Portuguese is their official language in these regional spaces.

The DGARTES-OEI grant aims to develop new artistic languages , territories, knowledge, and artistic and technical skills. It will also be a vehicle for knowledge exchange, audience development, the launching of artists and works, and the creation and development of lasting networks, both in the destination country(ies) and in the country of residence.

Eligibility
Applications are individual .

Individuals over 18 years of age, residents or nationals of an OEI member country and/or a CPLP member country who carry out a predominantly professional activity or who are associated with professional artistic entities, may apply for this program in order to deepen their skills, knowledge, and artistic development.

The artistic activity presented must be predominantly in the areas of:

visual arts (architecture, plastic arts, design, photography and new media);
performing arts (circus, dance, music, opera and theatre);
street arts;
interdisciplinarity .
Applications will not be accepted for projects to be carried out in the candidate's own country of residence.

Candidacy
The application is divided into two phases .

First, you need to fill out this form , providing basic information about your application.

Once you have completed the form, you must send the required documentation to [email protected] . You will receive an email confirming receipt of the documents.

Only when these two steps have been completed can the application move on to the evaluation phase.

Financing
The program will have a total annual value of €25,000.00 and will consist of 11 scholarships, each worth €2,250, intended to contribute to the artistic and professional development of the beneficiaries.

The scholarship award will include air travel and the corresponding medical and travel insurance necessary for the development of the artistic project.

Once the purchase of the plane ticket has been secured, if any scholarship funds remain, the beneficiary may request authorization from the OEI, via email at [email protected] , to use them for living expenses (food and local travel).

See the regulations for more information on financing conditions.
