OPEN CALL FOR YOUNG EMERGING STREET ARTISTS
Pass the street (art), shake the hand – empowering street art for
achieving social cohesion in Europe (PASS)
PASS initiative, led by the consortium of cultural operators from Belgium, North
Macedonia, Serbia, and Slovenia, and co-funded by the Creative Europe
programme of the European Union is announcing:
Open call for YOUNG EMERGING ARTISTS to bring positive social change to
the local communities across Europe through the development of socially
engaging artworks in public spaces.
We are looking to engage and support 18 emerging young artists coming from
diverse European countries (list of eligible countries provided below) to delve into
transnational co-creation of socially engaging street/public artworks (murals,
graffities, performances, etc.) addressing social inclusion of migrants and
refugees. Art position itself as irreplaceable platform for community dialogue,
which we strive to foster and deploy in supporting social cohesion across Europe.
Selected artists will receive opportunity to:
▪ Participate at the PASS masterclass program (transnational event) where
they will learn about innovative PASS methodology that amplify the
importance of socially engaging artistic practices and help them elevate
their careers.
▪ Engage into transnational teams of 3 artists that will receive tailored support
in preparation, production, exhibition and promotion of the socially
engaging street/public artwork (murals, graffities, performances, etc.).
▪ Take the stage at one of the PASS festivals in Serbia, North Macedonia or
Slovenia where prepared artworks will be produced and exhibited to the
mass audience.
▪ Become part of the unique PASS open-air guided tours with their
artworks (in the city where they will co-produce and exhibit the artwork),
accessible using tailored mobile application, thus receive a permanent
access to the thousands of transnational audiences annually.
Selected artists will gather in Belgrade, Serbia, from 25th to 29th of September
2025 for the PASS Masterclass program - a transnational training and study
session, after which they will engage into co-creation of artworks that will be
implemented at the PASS festivals in Belgrade (Serbia), Ljubljana (Slovenia) and
Skopje (North Macedonia) in 2026.

AIM OF THE CALL: to support expression of young emerging artists in addressing
social challenges through transnational co-creation of socially engaging street
artworks, while engaging audience into dialogue and discussion about social
inclusion.
WHY TO APPLY?
The Winners take it all:
▪ We will equip you with innovative PASS methodology to boost the success
of your socially engaging street artworks - from ideation and
conceptualization to securing financial resources and developing new and
wider audience.
▪ We will provide you with the opportunity to engage in transnational cocreation with other young emerging artists from across Europe on the
production of socially engaging street artworks. During the PASS
Masterclass program in Belgrade, Serbia, artists will be divided into 6
transnational team of 3 artists working together on the production of the
artwork.
▪ Each transnational team of 3 artists (established during PASS Masterclass
program) will receive a support in preparation and production of the
SOCIALLY ENGAGING ARTWORK (allowing for direct audience participation
in artwork finalization). Firstly, through the finetuning process during
preparation, and secondly, by covering the artwork’s production costs in the
amount of up to 1000 EUR.
▪ Main THEME of each artwork will be focused achieving social cohesion on
local level and fostering intercultural communities through addressing
current position and challenges of migrants and refugees. Each
transnational team of artists will use their artwork to reflect current position
of migrants and refugees in respective community (e.g., Belgrade, Skopje or
Ljubljana, depending on the festival assigned to the team) and use it to
inspire dialogue on social inclusion.
▪ Your artwork will take the stage at one of the PASS festivals on the streets of
Belgrade, Ljubljana, or Skopje, attracting hundreds of visitors. Artists’
participation expenses at the festival will be covered by the PASS initiative.
▪ Implementation of the artworks will be recorded and become part of the
PASS open-air guided tours. Each participating city (Belgrade, Ljubljana or
Skopje) will have its own guided tour accessible using tailored mobile
application. These tours will become permanent cultural-touristic offer of
the city, thus attracting annually thousands of visitors who can become your
audience.
▪ Your artwork will gain widespread exposure across Europe, promoted
through the attractive PASS communication channels and campaigns.
▪ You will have opportunity to become a part of the PASS Pool of street artists
that will be empowered and ready to engage into similar community-driven
initiatives and actions across Europe.
WHO CAN APPLY?
Requirements for the applicant:
▪ young artist or student of art faculty,
▪ between 18 and 35 years old,
▪ working in the fields of street art, public art, urban art, socially engaged art,
and related practices, and
▪ coming from the European countries that are part of the Creative Europe
programme1
(EU + EFTA countries part of EEA + Acceding countries and
candidate and potential candidate countries).
Women artists are particularly encouraged to submit their applications.
A migratory or refugee background/experience may be considered an advantage.
* Note 1: Applicant must be able to come and participate at the PASS Masterclass
program in Belgrade, Serbia, from 25
th to 29
th of September 2025. Artists’
participation expenses related to travel, accommodation, food and participation
in the programme will be covered by the PASS initiative.
* Note 2: Applicant must be able to participate in PASS festival in Belgrade
(Serbia), Ljubljana (Slovenia) or Skopje (North Macedonia) in 2026. Artists’
participation expenses at the festival will be also covered by the PASS initiative,
and all details will be communicated to selected applicants at a later stage.
Basic selection criteria::
▪ Level of motivation for acquiring new knowledge and skills in the field of
street art and engaging into co-creation with other young emerging artists
on the production of socially engaging street artworks.
▪ Artists ambition in supporting social cohesion in Europe through street art
and other socially engaging artistic forms.
▪ Experience in using street art and/or socially engaging artistic forms for
addressing social challenges.

The results of the selection will be announced by the mid of July 2025.
